A fake surface normal tilts back and forth. How far it faces away from the viewer, the Fresnel term, picks a position on a colour wheel, so the hue slides as the angle changes. Fine diagonal lines modulate it the way the etched grating on real foil does. This is the foil from the 3D holographic card tutorial.
